Cdc: People With Disabilities Want Covid
More than 1,000 people received COVID-19 vaccines at a clinic for those with autism, their families and caretakers that was hosted by the Eagles Autism Foundation and Divine Providence Village at Lincoln Financial Field in Philadelphia in March.
People with disabilities are less likely to be vaccinated against COVID-19, new research suggests, but its not because they are reluctant to do so.
In fact, access seems to be the problem.
In a study published this month in the Centers for Disease Control and Preventions Morbidity and Mortality Weekly Report, researchers with the federal agency found that people with disabilities are almost twice as likely as others to indicate that they would definitely get the shots. Yet, those with disabilities were less likely to be vaccinated.
The findings are based on a telephone survey of nearly 57,000 noninstitutionalized adults between May 30 and June 26. About 1 in 10 respondents indicated that they had a disability, which was defined as having serious difficulty seeing, hearing, walking, remembering, making decisions or communicating.
Individuals with disabilities were more likely to report that it would be difficult to get vaccinated, with unvaccinated adults in this group citing trouble getting an appointment online, not knowing where to go or having issues getting to a vaccination site and indicating that sites are not open at convenient times.
Social Security Disability Programs
Two separate Social Security programs help people with disabilities, including autism.
- Social Security Disability Insurance is designed for workers to receive benefits when they suffer a disability before retirement age. To qualify for SSDI, you must have earned a sufficient number of work credits over a period of years that depends on your age.
- Supplemental Security Income is a needs-based program that doesnt require you to have earned credits. Instead, your income and assets must fall below limits set by the program. Children can qualify for SSI.
Both programs require medical documentation of your disability, or your childs or loved ones disability.

Is Autism A Developmental Disability
Yes, autism spectrum disorder is a developmental disability, based on a neurodevelopmental disorder. The disorder occurs when brain development is impaired by a number of structural and functional abnormalities.
These developmental abnormalities begin in the fetus and continue through childhood. Most of these abnormalities are caused by a number of faulty genes, and the many possible combinations of these genes may explain why there are so many different ways that autism can appear.
Abnormalities that occur in autism are also influenced by environmental factors that disrupt normal brain formative processes. Some of these occur during pregnancy while others occur after birth.
These genetic and environmental factors result in impaired brain development, beginning during pregnancy and ending when the brain stops developing in adulthood .

Employment and Support Allowance is the benefit for people who cannot work or who have a limited ability to work due to having a disability or health condition. There are two types of Employment and Support Allowance:
- contribution-based Employment and Support Allowance is not means-tested and is paid to people who have paid enough National Insurance contributions to qualify, or who qualified under the old ‘youth’ rules which have since been abolished for new claims. This is now known as New Style Employment and Support Allowance for new claims
- income-based Employment and Support Allowance is means-tested and is paid to people whose income and savings are low enough to qualify. Only your income and savings, and those of a partner who you live with, are counted. For example, if you live with a friend or with your parents, their income and savings are not counted.
You can only make a new claim for income-based Employment and Support Allowance if you are getting a severe disability premium on another pre-Universal Credit means-tested benefit.
Income-based Employment and Support Allowance is gradually being abolished and replaced by Universal Credit, please see information below. Contribution-based Employment and Support Allowance is not affected by this change.

But the conversation doesnt stop there. In fact, theres so much more to this conversation that we need to consider than just the disability label.

First you need to get hold of the form:
The form includes the information booklet which you absolutely need to read. Forms this big can be really daunting but the information booklet really does help. Personally I found it easier to print out a copy and write out a draft first. Use the Information booklet as your guide to complete the form.
I would recommend having all your relevant reports, letters and documents about your child to hand for reference. For example speech and language reports and/or a diagnosis letter. You are likely to need names, dates and addresses from them when completing the form. They may also help you with things to identify in the form.
If you havent already got a file with all your childs reports this might be a good time to get it all organised. I currently have two lever arch files full of letters, reports and forms and my son is only four.

Your Age Matters For Ssi
Many young adults with autism qualify for SSI. If you received SSI for autism as a child, you will need to reapply on your 18th birthday. If you did not receive SSI as a child because your familys income was too high, you will be able to apply based on your assets once you turn 18.
Most people with autism do not qualify for SSDI. To apply for SSDI, you must have held a job for a significant period in the past. Since autism is present at birth, having a work history would make it hard to prove that your autism affects your ability to work.
Ssa Income Limits For Disability Benefits
The 2015 monthly income limit for individual SSI claimants is $733. This number is called the Federal Benefit Rate, or FBR. The FBR represents not only the maximum earnings per month but also the maximum payment a claimant can receive each month. In other words, you can neither earn nor receive more than $733 per month. The FBR for couples is higher: $1,100 per month.
If you earn more than the FBR, dont panic. You could still potentially qualify, because some of your earnings dont count toward the FBR. The SSA uses a complex formula to determine how much of your income is countable, and certain portions of your income and earnings are excluded. For example, the SSA does not count any of the following:
- The first $20 of your monthly income.
- Income tax refunds.
- Loans that youre responsible for repaying.
- Need-based assistance you receive from the state of Pennsylvania or New Jersey.
- The value of SNAP .
Finally, you must also have limited resources. Your resources include all and any of the following:

Qualifying For Disability Benefits With Autism
The Social Security Administrations Blue Book, also known as the Disability Evaluation Under Social Security, is a guide that explains the disability programs and lists the requirements necessary for certain disabling conditions to qualify for Social Security Disability benefits. Chapter 12 of the Blue Book deals with mental illnesses and section 12.10 Autistic Disorder and Other Pervasive Developmental Disorders lists the requirements for autism to qualify. An applicant must satisfy both requirements A and B.
Requirement A
1.) For autistic disorder, all of the following:
- Deficits in social interaction
- Deficits in verbal and nonverbal communication and in imaginative activity
- Restricted list of activities and interests
2.) For other pervasive developmental disorders, all of the following:
- Deficits in social interaction
- Deficits in verbal and nonverbal communication and in imaginative activity
Requirement B
At least two of the following:
- Severe difficulties in maintaining social functioning
- Severe difficulties with focusing or concentrating
- Significant limitations in the ability to engage in activities of daily living
- Repeated episodes of decompensation of extended length
Should I Apply For Dla
If your child has a diagnosed disability and has additional needs compared to other children of the same age then yes.
If you do not have a diagnosis you can still apply but will need to provide evidence relating to the childs needs again in comparison to children the same age.
Can you get DLA for a child with autism?
Yes. Again the requirement will be evidence to show the child has additional needs compared to their peers.
